Christopher J. Hart is an Adjunct Professor of Law at the University of Baltimore School of Law, where he teaches International Humanitarian Law (IHL). His scholarship focuses on the law of armed conflict, particularly its intersection with naval operations, nuclear weapons, human rights law, and international criminal law. His work has appeared in leading national security and international law publications, including International Law Studies, the International Review of the Red Cross, Just Security, and Articles of War.

He is also an active-duty submarine officer and a member of the military faculty at the United States Naval Academy, where he teaches courses on the law of armed conflict, law of the sea, military ethics, and constitutional law. His operational experience includes service as a division officer on a fast-attack submarine and as a department head on a ballistic missile submarine. He holds a J.D. from the University of Maryland Francis King Carey School of Law and an LL.M. in National Security Law from Georgetown University Law Center.
