Katy Clemens has been a clinical teaching fellow with the University of Baltimore School of Law’s Bob Parsons Veterans Advocacy Clinic since June 2019. Prior to joining the clinic, Clemens spent 13 years as an appellate litigator at National Veterans Legal Services Program. Over her career, she has represented hundreds of veterans and their dependents and survivors before the U.S. Court of Appeals for Veterans Claims, the U.S. Court of Appeals for the Federal Circuit, and the Department of Veterans Affairs. While at NVLSP, she also mentored dozens of attorneys litigating their first veterans’ law cases, through both NVLSP’s Lawyers Serving Warriors project, and The Veterans Consortium Pro Bono Program. Clemens is also one of the authors of the Veterans Benefits Manual.
