Coordinator, The Impact of Water Policies on Communities of Color and Low Income: Looking beyond Maryland to Neighboring States and Cities

Louise M. Carwell is a Senior Attorney at the Maryland Legal Aid, specializing in consumer law. Ms. Carwell focuses primarily on bankruptcy, credit, foreclosure and tax sale issues and their effects on low income consumers. In addition to her work at the Legal Aid Bureau, Ms. Carwell has presented trainings on consumer issues to Maryland's Judicial Institute, the private bar and other legal services organizations. Ms. Carwell has also served on numerous boards and committees related to consumer issues including the Maryland Rules on foreclosure, tax sales, and hospital debt collection. In addition to her legal practice, Ms. Carwell has taught Bankruptcy and Debtor Creditor Relations at the University of Baltimore School of Law and Stevenson University. Ms. Carwell is a founding member of the Maryland Consumer Rights Coalition and a former Board member of the Women's Law Center.
