Megan Rusciano is a Managing Attorney with Disability Rights Maryland, Maryland’s Protection and Advocacy agency for people with disabilities where they currently manage the Developmental Disabilities and Health Care team and have worked for over 5 years. Rusciano previously worked as an attorney at the Center for Public Representation and The Arc of the United States where they were involved in systemic litigation and other efforts to enforce the rights of people with disabilities under federal disability rights laws in the areas of voting access, effective communication, elimination of subminimum wage employment, restoration of rights, and access to educational and home and community based services.
Rusciano was involved in Maryland’s law reform to formally recognize supported decision-making as an alternative to guardianship and to reform Maryland’s Rule of Professional Conduct for Attorneys and the American Bar Association’s corresponding rule for attorneys who represent clients with diminished capacity (Rule 1.14).
Rusciano has presented both nationally and in Maryland on alternatives to guardianship and representing clients with disabilities to a variety of audiences including people with disabilities, families, attorneys, and court staff.
Rusciano received By Their Side Maryland’s Martin Lampe Leadership Award in 2023 and The Arc of Maryland’s Outstanding Advocate of the Year in 2022.
