Sarah Coffey Bowes joined Civil Justice (CJ) in 2019, following 9 years leading the pilot project and statewide implementation of the Maryland Court Help Centers. At her departure, the court help centers had grown centers from a 4-staff local pilot – the program became a statewide, 6 office operation serving 85,000 Marylanders via phone, chat, and walk-in services.

A nationally recognized legal services leader, Sarah has significantly expanded CJ's programmatic offerings since joining the organization — including the Legal Clinic for Small Businesses and the Tenant Debt Defense Program. Her leadership has driven the sustainable growth of innovative legal and technology programs for families across Maryland, including transformative initiatives such as the Maryland Justice Passport and the Coordinated Intake System for Access to Counsel in Eviction program.

Sarah serves on the Maryland Access to Justice Commission, including the Innovations in Tiered Legal Services Task Force, and was honored with the 2026 Leaders in Law award by The Daily Record and the Maryland State Bar Association. Sarah holds a Bachelor of Arts from Georgetown University. She received her Juris Doctor from the University of Maryland Francis King Carey School of Law where she received the Ward Kershaw Award for Client Advocacy.
