Stacy Reid Swain, Esq., is the Founder and Principal of Axion Legal Strategy and a seasoned attorney with more than 25 years of leadership experience at the intersection of law, public policy, and human services. She advises organizations and individuals in the healthcare and education sectors, with a focus on patient advocacy, life legal counseling, and navigating complex regulatory and compliance environments.

Ms. Swain has held senior roles across federal, state, and local government, including with the FBI’s Victim Services Division, the Maryland Judiciary, the Maryland Office of the Attorney General, and Montgomery County Public Schools. Most recently, she served as Legal Director for Special Education at MCPS, where she provided strategic counsel on high-impact legal and policy matters affecting students, families, and educational systems.

Recognized for her ability to lead through complexity and drive solutions across systems, Ms. Swain brings a multidisciplinary perspective and a strong commitment to client-centered, mission-driven work. Her career reflects a consistent focus on advancing outcomes for vulnerable populations while aligning legal strategy with organizational goals.

Ms. Swain is admitted to practice in Maryland, the District of Columbia, and the U.S. District Court for the District of Maryland. She holds a Juris Doctor from American University Washington College of Law and a Bachelor of Arts in Spanish from the University of Virginia, and is bilingual in Spanish.
