Join four veterans advocates and scholars for a critical examination of how the presumption of regularity has evolved from an administrative gap-filler into a nearly insurmountable barrier for veterans seeking favorable character of discharge determinations and discharge upgrades. Drawing on their groundbreaking new scholarship, panelists will offer examples of how the misused presumption affects veterans, discuss the implications of proposed statutory and regulatory reforms for both VA and the military boards, and share advocacy strategies.
