Help for Homeowners
The Pro Bono Resource Center of Maryland's Home Preservation Project assists homeowners in the areas of estate planning (including deeds), mortgage foreclosure counseling, and tax sale foreclosure prevention.
Tax Sale Foreclosure Prevention
If you are behind on your property taxes or have other property tax issues that put you at risk of tax sale, we hold in-person clinics and telephone consultations in March and April to provide homeowners in Baltimore City with information and advice.
Estate Planning

We hold free, in-person estate planning clinics at which lawyers meet one on one with low-income Baltimore City and County homeowners to prepare free wills, financial powers of attorney, and advance medical directives.
These free estate planning clinics help community members age in place, preserve intergenerational wealth (which, for our clients, is generally equity in their home), provide security for families, and protect the rights of homeowners.

Deeds

We create life estate deeds to help pass your home outside of probate by naming a beneficiary to your property. If you are an heir homeowner who has not yet gotten your name on the deed (a “tangled title”), we can help you. We draft and file new deeds and, in certain circumstances, we may be able to represent you in the estate administration (probate) process in order to secure the title to your home.
Mortgage Foreclosure Counseling
We offer in-person and telephone consultations for homeowners anywhere in Maryland with delinquent mortgages who are at risk of foreclosure.

Please note that we do not provide the following assistance:
- Full representation in court proceedings or lawsuits (we do not sue people)
- Trusts (including special needs trusts)
- Title insurance
- Income tax liens or issues
- Disputes with home contractors or conditions of your property
- Real estate purchase issues
- Bankruptcy
- HOA disputes or delinquencies
Asset Guidelines:
Own no more than 1 home, regardless of family size (exception for inherited family homes on a case-by-case basis)

- Does not include timeshares, right-of-ways, small plots for driveways, garages etc.
- Does not include future inheritance, which the client does not currently own.
Own no more than 1 vehicle per adult
Financial accounts (savings, checking, stocks, bonds, CD’s)

- Limit of $15,000 for an individual or $25,000 for a couple

- Retirements accounts, pensions, life insurance & IRAs are excluded
Jewelry, Artwork, Collectibles, Furniture, Furnishings & Other Tangible Property

- Limit of $10,000 value.
Business Interests

- Limited to small business (ex. Daycare, foster care, computer repair – generally an in-home business), no employees.
