Panelist, Observations from the Bench on Housing and Access to Counsel for Evictions

Catherine Chen was appointed to the District Court of Maryland for Baltimore City in June 2018. Judge Chen will be serving on the Standing Committee on Rules of Practice and Procedure, and is on the subcommittees for Alternative Dispute Resolution, Domestic Violence and Peace Orders, Alternative Dispute Resolution, and Forms. She is also a member of the board of the Asian Pacific American Bar Association and the Baltimore-Carroll Chapter of the Women’s Bar Association. Judge Chen also continues to volunteer for Teen Court in Baltimore City.

Prior to her appointment, Judge Chen was an Assistant State’s Attorney for the Office of State’s Attorney for Baltimore City in the Special Victims Unit; a staff attorney for the House of Ruth Domestic Violence Legal Clinic; and a public defender for juveniles in the Bronx and Brooklyn. Judge Chen received her B.A. from Tufts University, and her J.D. from Brooklyn Law School.
