PanelistUsing Consumer Protection Statutes to Combat Financial Predatory Practices

Domonique Flowers is a dedicated lawyer who's been deeply committed to helping people facing tough legal challenges. He received his B.A. in Jurisprudence from the University of Baltimore, his J.D. from Howard University School of Law and his M.A. in Historical Studies from UMBC. His 15 years of practice includes working for the federal government as well as working in the private sector, non-profit sector and in academia. He began his career in private practice representing clients in matters related to consumer debt cases, contractual disputes, landlord tenant cases and replevin actions. At the next law firm, he represented clients in chapter 7 and chapter 13 bankruptcy matters including appearing at hearings such as the 341 meeting of creditors. His journey from private practice to public service led him to the Pro Bono Resource Center of Maryland (PBRC), where he initially volunteered before joining as a staff attorney in 2022. Within PBRC's Courtroom Advocacy Project (CAP), Domonique spearheads limited scope pro bono clinics for consumers and tenants in Baltimore County and Baltimore City, while also mentoring volunteer attorneys. His commitment to social justice extends beyond the courtroom as he passionately engages in initiatives such as successfully petitioning the Supreme Court of Maryland to posthumously admit Edward Draper, a black man denied entry to the Bar in 1857.

Domonique’s motivation stems from his personal experiences, driving him to advocate for marginalized communities and provide them with agency in navigating legal challenges. In addition to practicing law, he also currently works as an adjunct law professor at the University of Baltimore School of Law where he teaches legal writing. When he's not practicing law, he loves traveling, hiking, and spending time with his son.
