Panelist, Navigating Third Party Custody Or Non-Parental Rights in Maryland
Hope Tipton has been a Family Magistrate for the Circuit Court for Baltimore City since July 2013. Prior to her appointment as a Family Magistrate, she was the Executive Director of the Maryland Legal Services Program (MLSP) for the Department of Human Services. MLSP ensures legal representation in the Circuit Courts (state-wide) to children in Child In Need of Assistance (CINA) and Termination of Parental Rights (TPR) cases and disabled adults having adult guardianships pursued against them. Magistrate Tipton was the founding Director of Project HEAL, an award-winning program in partnership with Johns Hopkins Children’s Center that offered on-site legal services and brief advice to patients as well as consultations and training programs for health care professionals. Magistrate Tipton was also an attorney with Maryland Volunteer Lawyers Service (MVLS) and has been a champion for equal justice and pro bono services throughout her career.
