Civil Practice and Procedure in Maryland’s District Courts

This training, co-sponsored by the MSBA Young Lawyers Section, is appropriate for experienced litigators who want to learn more about affidavit judgment and failure to pay rent cases AND for newer attorneys who want a comprehensive introduction to Maryland's District Courts. In exchange for this FREE training, attendees must commit to volunteer at three consumer protection or rent court clinics through the Consumer Protection Project (CPP) and Tenant Volunteer Lawyer of the Day (TVLD) Program.

Representing Tenants in Prince George’s County Rent Court

The training, co-sponsored by Community Legal Services of Prince George’s County (CLS), will cover Landlord-Tenant rules, cases, and practical advice, preparing attorneys to represent tenants in Failure to Pay Rent cases. Attendees must agree to fulfill two (2) units of volunteering within one year of training. One “unit of volunteering” is EITHER participating at one (1) CLS Rent Court Clinic OR taking one (1) landlord-tenant case from CLS.

Lawyers will learn how to represent tenants in rent court in both Baltimore City and Baltimore County, gaining the skills necessary to help stem the tide of evictions that is becoming an epidemic due in part to COVID-19 and the recent removal of tenant protections. With this training, lawyers will be qualified to participate in TVLD clinics, representing tenants in Failure to Pay Rent Actions, advising them about available defenses and helping to ensure that they stay housed.

The training will delve into the more intricate details and nuances of representing tenants faced with eviction from subsidized housing. In addition to a short overview, we will cover issues such as reasonable accommodations, practice issue-spotting and take a deeper dive into the impacts of subsidizes on eviction cases such as Tenant Holding Over and Breach of Lease. This training is appropriate for attorneys who have experience with eviction cases who want to learn more about the impact of subsidies on their practice.
