Panelist, On Further Review: The Role of the New DoD Discharge Appeal Review Board (DARB)
Phyllis M. Joyner serves as the Director, DoD Discharge Appeal Review Board (DARB) as determined by the Director Air Force Review Boards Agency, as the lead component, under delegated authority by the Department of Defense. The DARB, upon request from petitioner, reviews the findings and decisions of the boards established under sections 1552 and 1553 of this title regarding the final review of a request for an upgrade in the characterization of a discharge or dismissal. She ensures policies and procedures are followed where the DARB is in compliance with the Office of Secretary of Defense (OSD) policy and memorandum guidelines.
Ms. Joyner began her Air Force career in December 1979 as a personnelist assigned to Dyess, Air Force Base, Abilene Texas, in Strategic Air Command (SAC). She worked in various personnel positions receiving superior performance awards for her efforts during command inspections and was a Personnelist of the Year nomination. She transitioned to the Florida Air National Guard (FLANG), as Personnel Director of the Unit as an Air Reserve Technician (ART) working policy and enlisted matters. In June of 1993 she transferred to Reserves as an Individual Mobilization Augmentee (IMA), Headquarters United States Special Operations Command (USSOCOM), MacDill AFB, Florida, providing personnel support for Operation UPHOLD DEMOCRACY. She was nominated as Air Force Enlisted Reservist of the Year and won Tampa Chamber of Commerce’s Community Service Air Force Reservist of the Year award. She was then mobilized in support of OPERATION NOBLE EAGLE, OPERATION IRAQI FREEDOM, and OPERATION ENDURING FREEDOM, as HQ United States Special Operations Command, Air Force Senior Enlisted Reserve Advisor, supporting funding and personnel matters for reserve special operators. Ms. Joyner transitioned to the Director, Physical Disability Board of Review, Air Force Review Boards Agency, Joint Base Andrews, Maryland after retirement; and currently serves as the Director, DoD, Discharge Appeal Review Board and manages the DoD DES Quality Management Group.
